It's not going to be, they are now. At least the website you linked is even though I'm not convinced it's really Microsoft themselves.

Yes, it is really from Microsoft- the address is a subdomain of microsoft.com. The credit card entry is explained in the FAQ- used for domain registration and other add ons.
