I recently opened a Roth IRA with Vanguard. I currently have the Windsor II as my choice fund. I wanted to open up a Roth IRA for my wife. She is a leery investor. She would prefer a "safe" conservative choice. Basically something with a steady rate of return that is better than a savings or money market account. Can someone suggest the best conservative choices in the Vanguard family?

No...not without knowing how many years she has until retirement. If she doesn't get rid of that fear, she will never retire. "Safe" isn't safe.

FACT: stock market goes up 96% of the time during any 5-year period. 100% for ten years. Is she ten years or more away from retirement?

Even if she's only 10 years from retirement, how many years does she plan on being in retirement. The point of investing and your retirement is make enough to outlive your investments. She wants to make enough to be able to enjoy a confortable living at retirement. Many people want to retire in their 40's and 50's and most could live well in their 80's and 90's, so she has to not only have the money grow, but also she can't outlive the money.

You might want to look into one of their Life Strategy or Target Retirement funds.
