you're net worth should be (Annual Salary x age divided by 10)
Sample
41 Yr old, 40,000 annual salary = 1,640,000 divided by 10 = $164,000.00
emergency fund should be the total amount needed for monthly expenses x 4, 6, or 8 months. Time is determined by how stable you income is!

If you are investeted in the TSP you should be putting at least 5% to the the full government match. As I am getting close to retirement, I'm putting in 22%.
