That name strongestlinks is very familiar, I think I used them before a long time ago. I don't know any other link exchanges though, well, any alive ones. There used to be a site I knew that did link exchanges, but it shut down cause it was a scam.

Here's a good site to do link exchange but it's UK based I think.
http://www.linkpartners.com/ They got a search option where you could find a good number of relevent site's that want to do link exchanges. You don't have to be a customer, member, or have to put their link on your site to use its database.
