| Purchasing retirement property... HELOC, or REFI? |

Hi folks!
This is my first post here and I must say that I'm impressed with the site! Here's my question:
I have found a beautiful piece of property that I would like to purchase and eventually build on. The sale price is 156K. I don't intend on paying the full price of course, but I'm not exactly sure on how to finance it.
I have qualified for a HELOC for more than that amount, but I'm not sure if I should do a 2nd Mortgage instead since the intrest rates are continually rising!
I would appreciate any advice you may offer!
