I noticed that for the pass 2 weeks I don't get any credits from adhearus, I wonder why, so I tried to find 3 site who are using adhearus too. And found that when you click the banner ad it display on the address bar the url of the site with the FREE word on the end.
Does adhearus trying to cheat their affiliates? what do you think?

I guess you are talking about the following URL:
http://adhearus.com/?site=adhearus-default&Adhearus_Source=FREE
The bottom line is that AdHearus is getting a lot of free advertising for their network. I don't think they pay you for clicks on AdHearus banners that are advertising AdHearus.
I could be wrong, but I don't think they are trying to cheat you.

I think they try to put in more banner to prevent showing the same banner.
So they do something like public ads in adsense.

Exactly.
The AdHearus network is relatively new and their inventory is currently not expansive for all topical categories. They have to show ads for their network when no other ads are available.
