I don't think this applies universally. Most people need motivation...even people who are motivated need motivation. With many, once the spark sets an ignition, the person's desire (from experiencing the benefits) will make the change permanent.

Should hold off a few days to post this but on Jan 5 1914 the Ford Motor Company rolled out a series of initatives aimed at improving the lives of its workers. Ford doubled the minimum wage to a lofty $5 per day and cut the workday to eight hours.

I think many workers would be happy to get time off to work out.
