What does "the best" mean?
I think it means different things for different affiliates, and what works for one site won't work for another.
I would suggest joining commission junction:

They have affiliate programs from a whole bunch of different companies. You're sure to find one that will work for your site, you only have to manage one account, and they pay on time every month.

Sitesell is one of the best affiliate programs around. They offer a range of products with a high payout and lifetime commissions (once someone buys through your affiliate link, you get paid on all of their future purchases too).

Everyone has the best, right? There is no best of affiliate programs, there are too many variables, and what is hot today is not tommorrow, this is the lesson I have learned over the past 20 years online.
We are dealing with a fast moving target, so unless you approach this industry with a diversifed business plan, you will never succeed. Simply put, you have to be involved with more than one product or service to survive, and this has never been more true than when talking about affiliate programs. So many will screw you out of money that it isn't funny, so beware when shopping for the right one.
In my eperience, it is better to go with a company which offers a multitude of products or services, not just one. I am sure many of us have worked hard promoting a product or service only to see it change its plans and drop the affiliate program just when you start to make money. This is why it is always better to promote more than one, as with any business, never put all your eggs in one basket.
Also important in my experience is to choose a program which costs nothing to join, pays a reasonable commission, but rarely do the ones that pay the most last, so beware of this lure. My problem with affiliate programs Is that they can steal commissions from you, and you wouldn't even know It.

No reputable affiliate program will steal commissions from you. And any program worth a grain of salt will give you detailed stats on how many clicks you are getting, the conversion rate, etc.
It's not foolproof though. Most affiiate links work by putting a cookie on the customers computer. The cookie contains your (the affiliate's) unique id. When they make a purchase that id indicates that you referred them and you get the commission.
But if they clear the cookies on their computer, your id goes with it. And there are some unethical affiliates out there that use software that can overwrite your id with their own.
But in general I think most affiliate programs do their best to see that the correct affiliate receives the commission. It's in their best long-term interest to keep their affiliates happy and the referral sales flowing.
I've been doing pretty well with affiliate marketing as a side gig. Check out the link in my sig for the ones I like best. They might not all work for you, they have to fit in with the theme of your site.

Yep, nothing is best.
I've made a couple of hundred bucks from a not so popular affiliate program for the past 2mths.

You can only talk of bad affiliate programs. Those are the ones
that don't pay on time, have bad tracking and offer only products
that don't convert.
I think there are many best affiliate programs, but to determine
which one serves you best is by trying.

I agree about sitesell. A bit of an investment, but it's the only kind of it's breed. Which is basically a full marketing machine.
