If I have maxed out my roth IRA, is there a limit that is affected in the TSP?, or vice versa, if I have maxed out my TSP can I still put 4000 in to my roth IRA?

Of course, this is assuming you make under the limit to participate in the Roth IRA (110k single, 160k married).
