Yes budgeting can be extremely easy using MS Excel. Give it a try.

I use Quicken for tracking my cash and investments and find it very helpful and easy to use. However, for budgeting I think it's cumbersome and doesn't really allow you to do the sort of "what if" analyses that are possible with a spreadsheet. Once you do work out a budget though, Quicken will be very helpful for tracking how well you are doing.
