I think you should go with personal loan if you only need a small amount fo money.You can meet your financial requirements taking care of all kinds of expenses in the short time period.

As other posters have mentioned, it might be hard to get an unsecured loan for $25K. But it's definitely worth a try...
Another method that might be worth considering, although it should be used with caution (and other members might scoff at it), is transfering your balances to 0% APR credit cards. Most likely there will be a balance transfer fee involved, but you will undoubtedly save over your normal interest rates. The key is, don't create any new debt and keep paying down your balances. If you can't pay off the balances within 18-24 months, then consider switching to another 0% offer.
If you can't transfer everything, then obviously keep paying down your highest interest rate cards first. Over time, you can save using this method -- as long as you don't make the mistake of racking up even more debt...

Unsecured loans at my credit union are 15% interest; and they only allow a certain percentage of your income (15% of yearly salary) for the loan (credit line).

So what your saying is it's better to take a loan out from a Payday lender @ 500% versus going to a bank and taking a loan out for 6%? Seems like a terrible solution.
