What is the best way for a 21 yr. old with no debt to get $1000? I am unable to get work because my license is suspended and I have no work history or schooling and most employers wouldnt hire me anyway. The $1000 will be invested into an Online project that I am pursuing, and I am 99% sure that I can make a good sustainable ROI on this investment, the only problem I have is getting the $1000 to begin with. The only tools I have to work with at the moment are the internet and time, any suggestions are appreciated.

Keep looking for a job until you find one and save money until you make that $1K, then you can start investing that online. Don't invest in ROTH IRA yet until you make enough money to support yourself.

Have you tried writing articles for Associated Contnet? I usually get $4 or $5 for each 400 word article I submit. You can write about whatever you want...

Once you are ready with the blog where lots of people come everyday for valuable information you are serving on your blog, it’s the time to monetize your blog. You can use any of below method to generate income from blog.
1. Monetizing blog with CPC ads like Google Adsense.
2. Selling ad space for banner ads.
3. Offering paid review or paid blog post.
4. Offering backlinks in sidebar or footer of the blog.
The opportunities are countless, what you need to have is just rocking blog from where we can create money.

One suggestion that Harjos didn't mention is to join an affiliate network!
It's actually a pretty good way to earn money. Although it will require some traffic.
You can refer your readers to a certain product that helps them do whatever your teaching them about! How to make money is a REALLY BIG market. Try that.
And when someone clicks on your link to check the product out, if they buy it you get paid! up to 75% of the sale. That's pretty good if the product is like $100

Well, in my personal opinion, you should rather go for sites like oDesk, freelancer and many others like vworker and elance to get online work with guaranteed payments. Then, you save it up and once you've hit $1000, go for what you want. Good luck!

I agree with the freelancing sites. You can also check craigslist for people who will give you short term and freelancing type jobs. Also you can try writing for examiner.com as well as associated content. They pay pretty well too if you are a good writer.

I suggest that you just go to a local fast food restaurant. No shame in a nearly min. wage job - especially when it's temporary and it'll help you reach your goal.
$4-5 for 400 words? Geesh... what is this writing? To write a quality piece at 400 words would probably take me 30mins at the least! I would rather work at McDonald's than do that!

Yes, any Min Wage McJob in your neighborhood pays about $8, you only need to work one month to earn $1200. Find one within bike riding distance.

These on-line scams are a dime a dozen - be aware that anyone who wants money up-front is scamming you. A legit company that wants to hire you would NEVER require up-front money. 99% sure?? I am 99% sure that you will lose the $1000 - but at least you will have the McJob and you will be earning $1200 every month.

It is not all about how much money you are willing to spend - the more important is your motivation.
There many famous low cost business opp. to start with and if you have time and no so big money to for marketing, there are also methods to market for free and reach great results. I am not spending money for advertising at all
