I sent over some money for an ebay purchase yesterday and today the guy asked me if I can cancel and pay to another account.. is this possible? it it to late being the day after? how do I do it?

That sounds very, very fishy to me. It might be a scam. Don't do it without checking with PayPal first, and then do it only after you get your funds returned and you've verified the transaction and the substitute account are legit.

For me this sounds very suspicious as well plus the process for cancel and the transfer of your funds back to your account takes several days.
Why not just try to look for another person you can buy the same item? Look for a person who looks like a reliable source so you won't go through any similar situation?

The seller is actually the one with the Refund option.
Why doesn't the seller just offer to do that?
