Would this be considered spamming if you use those 25 million email addresses for your own business purposes? Say you sent out an email to all of those people talking about your business and what you sell? If this isn't spamming then I would definitely pay $10 for 25 million email addresses.

This would be spamming, unless these people have double-opted into receiving such mailings.
Professional marketers stay away from general email lists of millions of people, they know that untargeted mailing is useless as well as the fact that it can now land you in jail.
What you really want is your own list of individuals that have agreed to receive your mailings. Mailings should also include a real opt-out link or method, not the fake ones used by email spammers to detect that the email is actually reaching a human.
Might want to research the CANSPAM laws, as well as "safe lists".

You "got" 25 million e-mail addresses? Sorry, but that's pretty vague. I evaluate every company I buy leads from and every technique that can be used to generate my own leads.
Don't get me wrong: $10 is a great price for 25 million leads...but only if it's from a reliable source. If you just basically found 25 million leads by copying information out of a phone book, for example, the information isn't worth 10 cents to me!

My advice is to steer WAY clear of this offer. No one can offer quality email lists for that price. Especially 25 million of them! They have to be harvested email addresses and the people will have no clue why you are emailing them. Sure to draw SPAM complaints.

I think there needs to be serious consequences for big time spamming.
I've got email accounts that I should and need to be able to use, but are rendered useless by the volume of spam...
That's theft and vandalism, at my expense.
