It is so true. Pay yourself first and invest consistently over time BUT 3 other great tips are to:
Make more money.
Save more money.
And also Invest That Money too!

I can't think of any other way to get rich fast but to put up your own business. Learn to delegate. Learn to be a leader. Develop foresight. Find oppurtunities where noone has yet looked. Read, read, read.
And, most importantly, DEVELOP A TRUE LOVE AND CARING FOR YOUR FELLOW MAN. Why? Because, when you really, truly care, you will see the world through other people's eyes, you will see the frustrations and needs that people have, and find the unmet wants.
Then, you can put up a business that will MEET that unmet want. And, if you treat your employees and customers well, then there is a high chance you business will prosper.
The best way to predict the future is to create it.
