On-page optimization is a basic optimization process of your website. It is use for make your website as search engines criteria using on-page optimization techniques. In which you use some changes in your website's source code but these changes don't show in front of your website and they run in background of your website. You should use following techniques for make your website SEO friendly
* Select right keywords
* Add Meta(Keywords, Description..)
* Image optimization
* Title optimization
* Use H1/H2..
* Use unique content
* Try to Avoid flash, Java scripts, frames
I agree with you that Google doesn't read Meta keywords but I suggest to use it because other search engines read it.

For on page content is king.
however you'll have to follow search engine's instructions to make website.

On-page depends on content, first of all. If the content is overstuffed with keywords - you get null.

When you are going to optimize your web site so there is one most essential process before optimizing & that is on page optimization. If you want to enhance your site ranking, than firstly you have to make it search engine friendly. And always keep in mind that interface of the web site must be always focused on guests not for search engines.

Google didn't look on your meta keyword at all, this has been discussed many times over internet. Most webmaster stuffing keyword in meta keyword Google tend to ignore this. Creating quality content is the king..
