As a broad term, web development refers to every step of producing a website- from building it, to designing it, creating content for it and embedding social features. However, most members of the digital industry think of web development as the practice of writing code.

I think this is true. Part of web development comes afterwards too. Continually adding quality content and working on basic SEO should also be part of developing your website, or at least developing it's presence.
It's great to create a website, but not so great if no one knows it's out there.

Effective web design requires expertise not only in web design, but graphics, content, and search engine optimization. Perhaps the dissatisfaction is due to some uncertainty in the business owner about the project.
