I recently opened a Roth IRA with Vanguard. I currently have the Windsor II as my choice fund. I wanted to open up a Roth IRA for my wife. She is a leery investor. She would prefer a "safe" conservative choice. Basically something with a steady rate of return that is better than a savings or money market account. Can someone suggest the best conservative choices in the Vanguard family?

There are plenty of bond funds in the Vanguard family for really conservative investors like your wife. I also use another fund that is a mixture of all good Vanguard funds, called STAR. I think it makes the most sense for "diversifying" with only a few thousand bucks.

What is your (wife's) time horizon? Being too conservative can = losing money. You have to beat inflation. You can put half to a conservative investment and the other half to a more aggresive stock market fund.

I don't use Vangard, so I can't comment on their funds in particular. Their target funds seem like they would fit your bill.

For Fire-and-Forget (Buy-and-Hold), check 10-year returns.

Bond funds? I thought they did the time-horizon-based allocation of bonds, stocks, etc...?
