As more local banks have shut there's less opportunity for people to make a trip to the bank so it is more of a chore. Any steps that can be taken to encourage people to save should be welcomed. This means encouraging the use of piggy banks and coin sorting machines to enable people to save at home and then quickly sort through the huge amount of change that gathers. It's estimated that there's 6,500 million 1p pieces that are lost from general circulating - and are gathering dust in bottles and piggy banks around the UK.
