Hi i just started my ebay account.I was just wondering, if you purchase a textbook or anything off ebay, Is there any Value Added Tax (VAT) involved?

Then if you buy something from a country where they have VAT, if they add VAT you're entitled to get a refund. You have to file the appropriate paperwork. Google "VAT refund [name of country]"

hmmmmm  ... i am not sure about that.. but i know...the VAT percentage to buyers by using the Sell ur Item form if you are based outside the U.S. and Canada....... why you not sending a one mail to e-bay... ?? i am sure they give you a positive response ...
