You can get phpBB forum software for free, there are also many free styles you can use with this forum software. You can check http://www.phpBB.com, to download the lastest version if you want to go that way.
There are also websites that really make this easy by pre-installing forum software for you under their hosting package. You may even be able to get such hosting for free, but you may have to deal with ads or banners or popups.
Do you want to learn all the details and do it yourself, or do you want the easiest, cheapest method?

I would say do it yourself trial and error just dont have your forum go live untill you have the kinks worked out as it is not that complicated to do once you have your database setup etc...

You can also program your own forum if you know a programming language and database programming. This will allow you total control over the forum and you can completely integrate it with the rest of your site.
