They say crash testing may keep it out of the USA, but I wonder if it might be feasible to build a motor bike with a smaller engine?

Just equip the seat with a hose connected to the engine, have a nice big bowl of seven-bean soup, and away you go, generating your own compressed air on the way. 
Come On, that's cheating. That's not compressed air, it's methane gas and would run an internal combustion engine.
