Shopping is the wife's department, and I think the budget is simply the total after said shopping is done. At least it's not going on the credit card!

We use a "Gifts" Budget of 2% of our income. Less than 1% is for Christmas and about 1% is for birthdays and other holidays.
We buy the family a "present" for our anniversary, but it is out of the "big purchases" budget that is for large purchases that we have to budget, save and postpone for. Each year we pick one for our anniversary.
We also have a charity section that is about 10% of our budget.

That's a good rule of thumb.

My birthday is on New Years Eve, so I usually cash in at Christmas and New Years time. Since I'm still reasonably young (20 years old) my parents still give me presents for my birthday but they just give me money, which is good because I know what I want more than my parents do.
A good place to buy christmas presents is Ebay. If you get a present you don't like it's a good idea to sell it on Ebay and then buy something else.
