If I take out a $25,000 personal loan to buy 5 monkeys does the bank make sure I spend the money on 4 monkeys, or can I go by 2 monkeys and 15 dogs if I change my mind after I bought the first 2 monkeys...?

Generally, yes. The bank has a lien on the monkeys. Unless you've put up other collateral.
