Does the annual IRS limit include both the employees contributions and the gov't matching, or is it just the employees contributions alone?

To put it simply, Yes contribute up to the IRS limit $15000. I currently put in 20% each pay period and I too work for the postal service.

Just be careful not to put in so much that you don't get to take advantage of the 5% matching we get. Remember that your employer matching dollar amount also counts towards the $15000 IRS limit, so don't go putting $550 every two weeks (totaling $14300 for 26 PP) because you'll won't mazimize the 5% matching that the USPS does (with matching you'd hit $15015 and loose out on a benefit).
