Seniors Face Six Month Deadline for Drug Coverage (2005-11-07)

Medicare launches its prescription drug program on January 1, 2006. The plan offers subsidies to seniors who sign up for Medicare’s prescription drug insurance. Although enrolment begins November 15th, many seniors are still confused about the program.

Sorry, but I think the way that's worded makes it sound like all seniors get subsidies in order to sign up for Medicare Part D. While some low-income seniors are eligible for subsidies to help them pay, the way the program works, and the way it is for most participants, is like insurance. They pay a premium and get a prescription drug benefit of partial indemnity for drugs purchased. They don't get any subsidies. They have out-of-pocket costs in the form of premiums, deductible, and copayments (or whatever form of cost-sharing the particular plan has.) And then there's the 'doughnut."

Oh, I suppose you can say that the premiums don't cover the cost of the insurance and that's a subsidy, but you have to say that about Medicare Part B, and heck, about every other government assistance program. Laughing
