David, these are excellent questions/insights.
I think niether OBL nor the Bush team are sharp enough to "play" anyone into their hands at the level of mastery you suggest. It honestly looks to me like a sequence of kneejerk reactions from self-interested, short-sighted, uneducated and overprivileged men. There are no leaders on the field. If there were, the world wouldn't be where it is today.
RESULTS are the ultimate test of leadership.

Just breezing the news today, I didn't realize we were in a Nuke standoff with Saudi Arabia!
So our list of non-proliferation standoffs as of today:
North Korea
Israel
Saudi Arabia
Iran
Pakistan
India
South Africa
This is proof that the US has lost all credibility. What the US has shown the world is that it can be instantly derailed by seven guys. Derailed so hard that we cannot even retaliate effectively against the responsible party. We go off half cocked with NO EVIDENCE and declare a totally irrelevant kneejerk WAR against the starving cave-people of Afghanistan and Iraq.

- versus -
the shepherd boys in caves who did not attack the US.
Even having stacked the deck in it's own favor, the US cannot achieve its stated goals. We are the Keystone Cops, people. We are the Storm Troopers who can't hit Han Solo running down a narrow hallway.
We're Boss Hogg, Britain is Enus and the Duke Boys plum got away.
Is it any wonder that every nation is grabbing for Nukes? I believe that if the US had shown leadership and courage (Grace under pressure), the world would be a much safer place today.
